Telford and Wrekin Council Community Governance Review

To residents of Brookside, Holmer Lane and Stirchley.
What might this mean?
The Sambrook Centre (including community library): adding another building to those currently maintained by Hollinswood and Randlay Parish Council. Sustainable and viable?
Youth Provision: will any of it continue?
Environmental Services: (i) gardening scheme - will it continue? (ii) bus stops maintenance - 17 of the 25 stops are in Brookside (iii) St James Church graveyard – would fall in new Brookside boundary (iv) Stirchley and Brookside roundabout – half in Stirchley, half in Brookside (v) Allotments: would two sites across the enlarged Stirchley, Hollinswood and Randlay parish be maintained?
Play Areas: these would all fall under the responsibility of Brookside Parish Council.
Community Events: will any of it continue? Will they be viable if parish is split?
Full details are on display in The Sambrook Centre between 9.30am and 4.30pm each day. Please call in to view and express your opinion. Deadline for responses is Sunday 19th October at 23:59. Your views are really important and count.
TELFORD & WREKIN COUNCIL COMMUNITY GOVERNANCE REVIEW (CGR)
Telford & Wrekin Council has entered into a third round of consultation on their CGR with a deadline of Sunday 19th October 2025 at 23:59.
Telford & Wrekin Council Proposal
Telford & Wrekin Council propose that Stirchley and Brookside Parish Council as it currently stands be broken up. It is proposed that a new Brookside Parish Council be formed from the Brookside community as defined by Brookside Avenue and then extend northwards including properties to the south of Stirchley Road such that it is bounded by the Town Park. This means that the properties in and around Stirchley Village will become part of Brookside, contributing to the Brookside Precept.
For the rest of Stirchley, Telford & Wrekin Council propose to combine this with Hollinswood and Randlay parish. This area would be bounded by Stirchley Road (although it would include a small number of properties to the south of Stirchley Road at the north end of the recreation area) and include Tadorna Drive, Holmer Lane, Wroxeter Way and Boscobel Close in the Holmer Lake area.
There appears to have been no consideration given to the upcoming development of the Hem and its impact on the proposed enlarged Stirchley, Hollinswood and Randlay Parish.
What might it mean to the residents of Brookside, Holmer Lake and Stirchley?
If the proposal put forward by Telford & Wrekin Council is implemented questions would be raised over the following services currently provided to residents across the parish:
•The Sambrook Centre (including community library): adding another building to those currently maintained by Hollinswood and Randlay Parish Council. Sustainable and viable?
•Youth Provision: will any of it continue?
•Environmental Services: (i) gardening scheme - will it continue? (ii) bus stops maintenance - 17 of the 25 stops are in Brookside (iii) St James Church graveyard – would fall in new Brookside boundary (iv) Stirchley and Brookside roundabout – half in Stirchley, half in Brookside (v) Allotments: would two sites across the enlarged Stirchley, Hollinswood and Randlay parish be maintained?
•Play Areas: these would all fall under the responsibility of Brookside Parish Council.
•Community Events: will any of it continue? Will they be viable if parish is split?
Details of the provision from Stirchley and Brookside Parish Council are set out below.
The Parish Council strongly urges everyone to respond to the consultation. Telford & Wrekin Council Boundary Review Committee advise that the final decision will be based on public opinions collected through this consultation process
